Location - The Kings County Manufactured Gas Plant (MGP) site is comprised of two contiguous parcels of land located on the east bank of the Bay Ridge Channel of the Upper New York Bay in Brooklyn, Kings County. The parcels are identified as 5400 1st Avenue and 5600 1st Avenue. The site is on the west side of 1st Avenue, near 54th Street. Site Features - The site is currently used for commercial/industrial purposes with warehouse buildings, a fuel oil storage facility and a power-generating station. The area between the buildings and other infrastructure is paved. Current Zoning/Use - The site is currently active and is zoned for industrial use. The surrounding parcels are currently used for a combination of both commercial and industrial uses. Historical Use(s) - The former MGP operated from 1904 until 1951. By 1970 all former MGP structures had been removed except for four fuel oil tanks and one gas holder that was converted into a fuel oil tank. In 1976 three meat distribution buildings were added to the property, which still exist today. At this time the fuel oil tanks and a power generating station were being operated by Con Edison. There are numerous spills relating to this activity on the site. One of the results of these spills was the installation of recovery wells for the collection of light non-aqueous phase liquid (LNAPL). These wells are currently being sampled on an annual basis. Nature and Extent of Contamination - Based on previous investigations, there are both VOCs (BTEX) and SVOCs (PAHs) from numerous petroleum spills at the property. These contaminants are present in both soil and groundwater. There is insufficient data to determine the extent of impacts from the former Manufactured Gas Plant (MGP) operations. A Site Characterization is planned. Special Resources Threatened - There is insufficient data to determine the impacts to the adjacent waterway from the former MGP operations.
Site Health Assessment
The NYSDOH will evaluate the potential for impacts to public health from exposure to site contaminants once sufficient information from the investigation of the site becomes available for review.
