Site Description[1]
The site is a single-story convenience center across from a two-story Main Mall building, both collectively known as the Staten Island Mall. The Staten Island Mall is located in a residential/commercial area. The Fresh Kills Landfill is located close to and west of the site. The site and the neighboring area are served by city sewer and water. There are several State and Federal freshwater wetlands surrounding the site, the closest one within 1500 feet of the site. A July 1995 environment assessment conducted on behalf of the mall owners revealed the presence of high concentrations of tetrachloroethylene, a dry-cleaning solvent also known as perchloroethylene (PCE), up to 41,000 ppb, in groundwater in the area immediately behind Carol Cleaners. Relatively low concentrations of PCE, up to 11 ppb, were also detected in groundwater near the Tumble Dry Laundry Center, another dry cleaner located in the Convenience Center. Consequently, an ongoing Remedial Investigation commenced at this site. During this investigation GW wells were installed on the property. As a continuation of this site investigation, wells were installed (March 2008) in Platinum Avenue. Sampling and analysis of these wells commenced in early April 2008. With the completion of these activities the remedial investigation aspect of this project should be concluded. The Feasibility Study (FS), Proposed Remedial Action Plan (PRAP) and Record of Decision (ROD) are expected to be completed in 2009. An Administrative Consent Order (ACO) is in effect with respect to activities at this site.

Site Environmental Assessment

Site Health Assessment
Groundwater is contaminated with tetrachloroethene (PCE) and trichloroethene (TCE) above standards for public drinking water supplies. However, all drinking water for residents living near the site is provided by upstate water supplies so exposure to contaminated groundwater is not expected. An indoor air and soil vapor investigation is necessary to evaluate the potential for soil vapor intrusion in neighboring tenant spaces and buildings. The results of an on-going remedial investigation will be evaluated to determine the extent of subsurface contamination and fully characterize potential human exposure pathways.
