Formerly #V00531 The site is a portion of the former 42nd Street Manufactered Gas Plant (MGP), which operated from 1860 to the early 1920s. The site is currently occupied by the River Place I apartment building and a small park, bounded by 12th avenue, 41st Street, 42nd Street, and a parking lot to the east. The site use is proposed to be continued use as a high-rise residential apartment building. The project is being jointly managed by Con Edison, the former operator of the MGP, and Silverstein Properties, the developer. Con Edison completed a Site Characterization (SC) under the Voluntary Cleanup Program (VCP) in 2003. The SC identified residual MGP contamination at depth across the site, including heavily stained soils with some sheens. Based on the SC results, the NYSDEC has determined that the site poses a significant threat to the environment. Additional investigation of the former MGP is being conducted by Con Edison under the VCP as site number V00531. Remedial Work has been completed onsite. The FER was approved and the COC was issued June 19, 2007. The final phase of the remedial project, site management, has commenced in accordance with the Department-approved Site Management Plan. The site was remediated according to an approved remediation work plan. It is now subject to ongoing institutional controls. Offsite impacts are being addressed through a separate voluntary cleanup agreement with Consolidated Edison.

The site is located on the city block bounded by 42nd St, 43rd St, 11th Ave, and 12th Ave. The former plant also extended west across 12th Ave and into what is now the Hudson River. The main part of the site, bounded by 11th and 12th Avenues has been separated out and has entered the Brownfield Cleanup Program as two separate sites, C231012 and C231024. Those sites are being jointly managed by Con Edison, (the former operator of the MGP) and Silverstein Properties, the developer. Con Edison completed a Site Characterization (SC) under the Voluntary Cleanup Program (VCP)in 2003. The SC identified residual MGP contamination at depth across the site, including NAPL along the east side of 12th Avenue. Based on the SC results, the NYSDEC has determined that the site poses a significant threat to the environment. Additional investigation of 12th Avenue and areas west of 12th Avenue are being pursued under a supplemental RI. Field work has been delayed by access limitations, and is stillunder way.

Based on the SC results, the NYSDEC has determined that the site poses a significant threat to the environment. Additional investigation of the former MGP is being conducted by Con Edison under the VCP as site number V00531. The remedy has been implemented and site managment has begun. The Department does ot foresee any unacceptable impacts to the environment provided the Site Management Plan (SMP) continues to be implemented.

MGP impacts are evident across the site. Remediation of the far eastern end of the site is being completed under the BCP for sites C231012 and C231024. The western portion of the site, under 12th Avenue appears to be impacted with coal tar NAPL. Continued investigation of these impacts is ongoing.

Site Health Assessment

Currently direct contact exposure are prevented since the site is covered with a building, pavement and landscaped areas. The proposed remedy calls for the removal of waste from landscaped areas and the continued maintenance of the building and paved areas. Soil gas and indoor air sampling showed no evidence of soil vapor intrusion. Public water is provided to the area, thereby preventing exposures to groundwater.
