Site Description[1]
The site consists of four lots located in the East Village in lower Manhattan between First Avenue and Avenue A at 421-433 East 13th Street and 420 East 14th. A new building has been constructed on-site for commercial and residential use. Prior to redevelopment, the 16,827 square-foot site was occupied by adjoining one-, two- and three-story commercial/industrial buildings constructed between 1903 and 1920. A lumber yard had once occupied a portion of the property, and a dry-cleaning facility had occupied the property at 427 E.13th Street. The land use in the surrounding area is predominantly mixed residential, commercial and retail. Directly to the north of the site, on the opposite side of East 14th Street and the underlying subway line running beneath east 14th Street is the large Stuyvesant Town residential complex. Activities at the former dry cleaner resulted in solvent contamination of on-site soils, groundwater, and soil vapor. In April 2005, spill # 0501135 was assigned after chlorinated solvent and PAH contamination in soil and groundwater were reported to the spill hotline. The caller was referred to the Brownfield Cleanup Program (BCP) page on the DEC website. A BCP application was submitted in July 2005 and in November 2005, a Brownfield cleanup agreement was executed. Activities completed to date include a remedial investigation (RI), and an interim remedial measure (IRM), which were conducted concurrently from December 2005 to April 2006. The draft remedial action work plan (RAWP) was released for public review when the fact sheet was mailed to the site contact list on July 23, 2007. The 45-day public comment period ended on September 6. The RAWP was approved by the Department on October 19, 2007. The environmental easement was filed with the NYC Register on December 24, 2007. The Certificate of Completion (CoC) was signed by the division director on December 31, 2007. The Final Engineering Report (FER) and Site Management Plan (SMP) were subsequently approved and the site management phase was subsequently initiated. The final fact sheet announcing the CoC was mailed on January 2, 2008.

Site Environmental Assessment
The contaminants of concern at the site are the following volatile organic compounds (VOCs); tetrachloroethene (PCE), PCE breakdown products (trichlorethene, dichlorethene and vinyl chloride), benzene, toluene and xylene. Following the interim remedial measure (IRM), contamination from site-related contaminants remains present in excess of environmental standards, criteria, and guidance values (SCGs) in on-site and off-site groundwater and off-site soil vapor. Investigations indicate a plume of moderate groundwater contamination that extends southeast beyond site property boundary. A soil vapor investigation found site related contaminants in soil gas to the south of the site along East 13th Street. During the IRM, soil contaminated with the aforementioned contaminants was excavated to three feet below the water table and properly disposed of off site. Soil vapor presents the potential for a significant threat to human health, which is being addressed on-site by the remedy. Although on-site contamination has been addressed through the BCP program, an off-site groundwater and soil vapor plume still exists and additional work is required to investigate and if necessary remediate the off-site contamination.

Site Health Assessment
Public water is provided to the area, thereby preventing exposures to groundwater. An interim remedial measure at the site removed contaminated soil from the site, thereby preventing exposures to that material. The final remedy includes provisions to prevent vapor intrusion into the building being constructed on-site and the effectiveness of the measures will be evaluated.
