TOPIC: Editing permissions on HabitatMap

Editing permissions on HabitatMap vary depending on the element in question and the status of the participant. Maps are composed of many different editable elements each of which has different default permissions in place for admin, authors, and contributors. The system was developed to maximize flexibility while preventing vandalism and spam. Below I've provided an overview of editable elements and permissions.

Editable Element #1: Map Markers
*Permissions
-Contributors: Can edit markers (Except "Name" and "Address" fields), Can add markers to maps
-Authors: Can edit markers, Can add markers to maps, Can remove markers from maps
-Admin: Can edit markers, Can add markers to maps, Can remove markers from maps, Can lock

Editable Element #2: Map Name, Description, and Tags
*Permissions
-Contributors: Cannot edit
-Authors: Can edit
-Admin: Can edit, Can lock

Editable Element #3: Map lines/shapes
*Permissions
-Contributors: Can add lines/shapes to maps
-Authors: Can add lines/shapes to maps, Can delete lines/shapes from maps
-Admin: Can add lines/shapes to maps, Can delete lines/shapes from maps, Can lock
